Careful. That stat said that 46.6 million people living in the US in 2015

were "foreign born." The US didn't accept that many poeple in just 2015.

Also, one would really need to look at that as a percentage of the population to account for different sizes of countries. From that perspective, the UK, Germany, and the US were all in the 13-14% range of the population being foregin born.
