Question about Ethernet pre-wired in apartment (inside)


Daughter is at VT and is in an apartment that has Ethernet ports.
So they just have their router plugged into one Ethernet port and they are good to go. They don't need a cable or DSL modem.

Apartment doesn't provide internet access - this is through an ISP.

Question - does this setup mean the ISP has some router\switch\hub of their *own* in the Main apartment complex - and they dole out individual apartment lines\accounts as needed?
If so, what would ISP use? Router, switch, or hub?
