Philip does. She never really does EXCEPT insofar as she stays loyal to

who's actually in charge. She was still offing people in the last season, but when she found out that her handler was trying to take down Gorbachev, she opposed that.

I don't think she had any love for Gorbachev. More like "He's the head of the government, and I work for the government. I'm not going to be part of a revolution"
