No, I am saying that if the mail carrier tries to deliver the mail


then he/she is "standing in the vehicle" in front of the yellow curb and violating the "No parking or standing at any time." If the mail carrier is immune to the law because he/she didn't have to sign out the federal vehicle before delivering the mail, then people trying to get their mail would be in violation of it. How can someone get their mail without standing in front of the mailbox and also stand in front of the yellow curb?
