I always wanted future developments to be contingent on increasing the


occupancy of existing downtown structures. I thought it might make developers try to come up with better plans to utilize the existing space. Including, gasp, lowering lease rates. But I have no idea of the reality of the situation. After all, the vacancy rate of downtown blacksburg might be completely in-line with national averages.
