No...I do not believe so in this instance. These funds are meant to

expedite the the upward progress of the VT/Carilion program and while doing so contribute to the increase in the Roanoke Valley economy. From what I can gather not all of the funds will be released at once. I would expect Fralin to receive audited financial reports that detail VT and Carilion’s contributions to the program. This would ensure that his funds are being used in addition to other program support.
