They are treating DL's like security documents in MD

used to be you'd go to the DMV and do all that stuff and they'd make you a drivers license right on the spot, you can probably see the problem there, a clerk keeping a few of the blanks or making a DL off-hours for friends or profit.

Now they're all sent from a secure facility. If your state doesn't follow certain DL standards they won't use them for ID at airports either. So yeah, they really are looking at birth certificates and passports for verification and now that DL is a much more reliable form of identification.
