The fact that it is now a preference could slow down play just as easily.
Imagine once some people get used to putting with it in and do not want to putt with it out. Others will surely still want it out at times. So you have an idiotic scenario of the golfer who is away wanting it out, and then the next to putt wants it back in? God forbid someone wants it out again??
Its better just to have a rule, written or unwritten. Otherwise, players need to decide how they're going to handle it within their group prior to the round and stick with it. This rule was really dumb and if fully embraced, might shave 60 seconds off the round for a foursome that plays with proper awareness and etiquette.
