Look at the annual games that ND wants to keep

Southern Cal

Stanford

Navy

Those are the annual games ND played and still plays.

Those are the important games to ND, not Pitt or BC.

ND didn't mind losing the annual game with Pitt, despite something like 89 games in the past.

As I said before, ND doesn't view BC as a rival and has not played them all that often.

(Michigan, Michigan State and Purdue were annual games (or close to annual with Michigan from 1978-2012), but those were chucked due to the ACC deal.)

As far as ACC teams go, ND had a pretty good mini rivalry going with Miami in the past.

FSU and ND could be a future rivalry in this fantasy scenario that ND football joins the conference. FSU/ND was a short but heated rivalry in the past.

Heck, ND and Georgia Tech have a history and would fit ND's goals of increased Southeastern recruiting exposure.

Bottom line: As a school that sees itself as a national school that wants to play a national schedule, regional games and close geographic rivals mean very, very little in ND's case.

(ND just told Purdue that it doesn't want to play the Boilermakers after the current series, and Purdue is the closest past football opponent to ND with a ton of games played)

I totally agree with golddomer that ND would find a pod or division of it, Syracuse, Pitt and BC very unappealing.

(It wants Southeastern recruiting exposure/games to combat the fact that Southern schools negatively recruit against ND by telling parents/players that it is too far away, the families would have trouble seeing their kid play in person)

So, if you really want to make it attractive to ND, put them in a pod or division like this:

ND
FSU
Miami
GT

(Yes, I know that would never likely happen)

ND wants to have more Virginia, North Carolina and particularly Georgia exposure for recruiting.

Another possible pod might be:

ND
Virginia Tech
North Carolina
GT

(That one is not as attractive to ND as the other above, and as unlikely to be agreed to by the ACC)

So, ND is really an outlier in your stated goals of having close regional rivals in a division.
