It does sound like someone tried to paraphrase it


into some sort of conversational English and agree with you that Goebbels was saying that about the other folks not what his intention is. For all we know, he and the Nazi leadership believed in what they said and for them it wasn't lying at all.

But yes, you do get a lot of things attributed to say Mark Twain or Churchill or Will Rogers, gotta be real careful.

I chuckled when one Barbra Streisand got caught quoting some anti-war quotation "drums of war" and stuff like that which was attributed to Shakespeare.

Nope, he didn't write that and anyone who knows Shakespeare would probably guess that, as a lot of his writing was pro British kings, eg Henry V.

You can't be too careful, look it up.
