That's how HOT lanes are supposed to work
The theory (whether you agree with it or not) is that HOT lanes are always supposed to provide a relatively unimpeded path to your destination.
They are not there to alleviate mainline traffic.
They are there to provide a fast route for those who have the means or the need to pay for one. The busier the mainline, the higher the toll has to go in order to discourage the merely impatient from jumping on the HOT lane. Presumably, people willing to pay $30 to drive a few miles have a damn good reason for doing so.
