Right but not how the CBA works
at least my understanding it is akin to the NFL CBA so the US men's team is the Cleveland Browns, benefiting from all the other teams being better. That does not diminish the fact that the US men's team IS a contributor to that 4 billion.
While I fundamentally agree with you that the women's team does generate overall more interest in the Women's World Cup than the US men do, how do you determine "value" of the US mens team/contribution to the World Cup vs the women? That is a really hard number to determine.
So the US is doing the only logical thing which is give a portion of the World Cup money generated to each team, not sure what else they can do, ideas? I would also add, would the women also take a "paycut" if they start being terrible at the sport and/or all of the sudden interest in the Women's World Cup waned? Or are we expecting the men's tournament to prop up the Women's cup like NBA does for WNBA?
