The problem though is they payout is based on the demand
in other countries. From FIFA's perspective, it does make sense to have a higher payout for the men's tournament than the women's tournament when you consider that some countries still don't allow women to play the sport or even play it professionally. Also, in countries that have men and women pro leagues (i.e. Germany, France, England, Italty, etc), the men's teams have a much higher demand within the country's borders.
The problem US Soccer is going to run into is its inability to justify that the US Men's team moves the needle enough to support the payout it will receive from FIFA vs. depending on the demand in other countries where soccer is more popular. However, if US Soccer was only focusing on how much the needle moves within the US or how much the US Teams (Men's and Women's) move the needle internationally, then US Soccer may discover the 2 teams are on par with each other or heaven forbid the Women's team moves the needle more.
