Is that classified as a "real airplane", or ultralight?

Several years ago, had a friend that started building an ultralight. To me, it looked an awful lot like an airplane, with an enclosed cockpit, etc. But I guess it was light enough that it was classified as an ultralight. So the permitting/licensing process was much simpler. (he had some health issue that prevented him from getting an actual pilot's license, but no issue flying the ultralight).
