I see it as there is very little space for the small business to park them.

But there is a whole lot of demand in NoVa for the services. But if you live in neighborhoods that allow this to happen, it becomes a blight real fast. I moved out of such a 'hood in Falls Church and still sold my house for $600K. FF County actually had an easy way to report it online, but they had a real problem enforcing a house not becoming a workplace. IMO the real harbinger for decline is the number of rental properties...no incentive of the resident to truly take care of the place and the owner doesn't care about their neighbors. The ONE rental house in the old Falls Church 'hood had a party one Christmas Eve and a fight broke out where a dude got stabbed, ran out of the house, and died on my son's friend's lawn Christmas morning....
