Of both understanding and decision making. Not all 13 year olds of course, but some. Just because a legal age for some things may be higher, doesn’t mean that some people that age are not more advanced in their awareness.

And note that my posts are focused on understanding and awareness and less on the decision. There is definitely an experience aspect that factors into good decision making and that comes with age. Of course for this case I can only speak generally since I don’t know enough facts so these are just ramblings of an internet know it all :)
