I think it is not the rule with wrestling, baseball, etc. like it is with football, and simply can't be given the limited number of scholarships.

If you bring in a well-regarded recruit, and give him a half scholarship, but three years in (assume one red-shirting) and he's still #3 on the depth chart at his weight, that probably means the coach is giving too little to someone who has beat out Mr. half scholarship. So given the mere 9.9 scholarships, I think it's actually understood that the coaches may have to make reasonable adjustments.
