The NCAA is responsible for certifying the bowl games


,which includes certifying the BCA/BCS/Playoffs from a bylaw standpoint, and maybe which conference is responsible for providing the official to which bowl game, but that is the extent of its involvement in the FBS postseason. It is basically a rubber stamp certification because the members vote on the creation of the BCA/BCS/Playoffs.
