A recent court decision might make that more difficult


The court said that with respect to laws directing the federal government to buy American goods where possible, the determination of whether something is American-made depends on where the final product is manufactured or substantially transformed. In that case it was drugs made with active ingredients made in India, and the court said because the ingredients were turned into their final form in the U.S., the drugs are a product of the U.S. and can be bought by the federal government. So if we want to shut off that particular avenue for foreign-made stuff in our supply chains, it's going to require Congress to change the law.
