Good ideas. I was going to say, at a minimum, number 1.

A temperature controlled warehouse of some kind on site of every hospital. I'm sure they have some storage capacity, but nowhere near what they would need for the future.

I really think we should mirror what other countries, like South Korea Implemented after they learned from sars, or whatever it was, China sent to them in 2015.
