The non-woven paper liner (interspersed with the woven fabric) increases efficiency of the fabric mask. If you''re sticking a paper surgical mask in there, the fabric also serves to protect the paper mask and extend the life of the paper significantly. You can stick other kinds of paper filters in there too -- any kind of non-woven material.
