While, I think at first they erred on the side of saving PPE for healthcare


workers, I do think the science evolved in terms of whether or not coronavirus was spread by droplets or aerosol which makes a difference in whether a plain old piece of cloth can help or not.

As I recall, but could be wrong (but it's at least an illustration of what it matters), in the case that it does not help (i.e. it spreads by aerosol) it is a net cost because you introduce some risk in having people touch their face or putting a dirty piece of cloth on their face (the risks of not wearing a mask properly). In the case that it does help (i.e. spreads by droplets), it is a net improvement as the capture of droplets outweighs the extra risk.
