with localities because he had never driven. He finally got his license and learned to drive at age 23. He then bought a Taurus.

Who thinks to ask a college grad looking for a job if they can drive?

Most of the young ones also seem to have no interest in working towards a PE license. Just like a drivers license, we were signing up or at DMV the first day we qualified.
