Looks like they attribute it to keeping up with social distancing


"Speaking at a briefing in Stockholm on Tuesday, Carlson said that the decline in infection rates “is an effect of us keeping up the social distancing.”"

The interesting thing is that they trusted their citizens to be personally responsible and follow social distancing guidelines, which it seems they have mostly done. I also read that they didn't impose strict lockdown because they knew this wasn't going to be a short term thing, so it would be easier for everyone to follow something that wasn't overly strict.
