Yes a lot of people are missing the time element with regards to exposure
and it's an important part of the risk formula. I read a good article (linked below) very early on during this where the author spoke at length about the how we should calculate the risk of an activity.
Basically outdoor is better than indoor. Shorter is better than longer. Mask is better than no mask.
Farther apart is better than closer together. 5 people is better than 10 people. Someone indoors for hours around others with no masks or social distancing is by far the worst case scenario. That's why I've said repeatedly that movie theaters are in trouble. They're pretty much the riskiest thing you can do even with seats being spread out and masks being required (which seems naive to think people will wear them for 2 hours straight).
