The great thing about spam and robocall scams is that if your success rate


for hooking a sucker is 1 in 100,000, you still make money.

And I expect they don't "get" cell phone numbers from anywhere. They just start with an area code and a common 3-digit phone number exchange then dial every number combination. When bots are doing the work, brute-forcing your way to people's phone numbers is more cost effective than stealing them somehow.
