Close by neighbor, I assume. There is a product you could buy. I had a
similar situation a number of years ago, and there was a device you could buy, mount it on a tree or fence that's NEAR that neighbors property, pointing it into where the yippy dog usually is when it's being yippy.
The device knows what a dog bark sounds like, and when it hears it, it emits an ultrasonic sound that only the dogs can hear that is very annoying to dogs. It's designed to supposedly NOT get the other neighborhood dogs in the sound cone.
Dog barks, gets blasted with somewhat painful ultrasonic squeal. Eventually, dog learns to shut the hell up.
As for me, my dog barks at almost anything as well, but if he's outside doing that, I call him in pretty much right away. And like someone below, I'm pretty much the only person my dog listens to.
