Do "cases" actually mean "residents?"


Not trying to be snarky, but I know that is not the case in my part of Virginia. One person can be tested multiple times, each positive test is defined as a "case," and that skews the numbers. That's confirmed by my local health department. Yet the local media here is still reporting it in the same manner as the link above.
