In FL, I've found it very difficult. I have a DL, but TSO had a VA license


that expired two years ago. Since then, only license was a valid Mexican DL. If you read the info on their site, FL says in that situation, you'd have to take the written and road test again. When I emailed them, they said that they would respect the expired VA DL and that the only test required would be a vision test. I'm not buying that. You have to make appointments here by category. One category is DL services. One category is for the written test. One category is for the road test. So in order to get a license in theory for the first time, you'd have to schedule 3 appointments. Oh yeah, and there are no appointments inside of the next 45 days, and you can't look further than 45 days out. Oh for the days when you could just walk in, wait for 2 hours, and then take care of everything.
