That's been a rumor flying this year, and I wouldn't put it past Ferrari for being so petty. They wanted Seb to roll over and play second fiddle to his teammate, and when he didn't they started screwing with his pit stops and anything else they could do to slow him down. That's why it's so believable they detuned his car to make him much slower than his teammate.
