Following up: I'm running Ubuntu 20.04.1, Kernel 5.4.0-54
I'm using the amdgpu, not amdgpu-pro, which is the open source AMD driver which is part of the kernel so there's no other version info (good post explaining the pieces: https://www.reddit.com/r/linuxhardware/comments/hc0rub/is_amdgpu_part_of_a_kernel_and_preinstalled_to_my/fvdhwg7/?utm_source=reddit&utm_medium=web2x&context=3). This computer & GPU have been working before I upgraded to that version, but I couldn't tell you what earlier kernel versions I've used with it (I'd guess somewhere in the 4.x, but maybe always 5.x).
Some Gentoo document suggests you might need at least the 4.7 kernel for the RX590 (https://wiki.gentoo.org/wiki/AMDGPU). The link below recommends 4.20. You can see which kernel you are running with:
uname -r
Unfortunately, it looks like Mint has been at least that since mint 18.2 so I'm guessing this isn't your problem...
I did find this which suggests you're not the only one and that the 590 is particularly persnickety with Linux:
