From a dentista that does a LOT of wizzies. Yep, sounds like a dry socket
which is simply where the clot breaks down leaving bone exposed which can be painful. Area will still heal but takes longer and can be more painful. Generally after extractions things are OK for a day or two and then go downhill. If that seemed to be the case then an antibiotic should help.
If the surgeon won't prescribe then most emergency type medical clinics should. Amoxicillin 500 mg three times a day would be good. The ibuprofen is pretty safe med and she could actually do about two every couple hours. When taken right along with Extra Strength Tylenol (max dosage as on bottle) you get as much pain relief as the pain meds prescribed. If an emergency clinic would prescribe a Medrol dosepak (4 mg times 21 tabs) she could do that as opposed to the ibuprofen. It is a steroid anti-inflammatory that would probably be a bit more effective than the ibuprofen.
Your family practice doc or an emergency clinic should be able to prescribe if the surgeon won't.
