No, it is not a lower division.


Hence my original point because both subdivisions compete at the Division I level. Remember the "S" stands for "subdivision" in both names. It also explains why the NCAA only recognizes the DI-FCS champion as its Division I football champion and awards the champion the standard NCAA trophy (see pic). While a private organization (the Playoff, Inc.) recognizes the champion of the Playoffs and awards the team a non-NCAA trophy.
