I've heard that was one of the compromises they considered.

They don't want a placebo recipient going on their own to their local CVS and getting whatever vaccine that store is giving (which would corrupt the study the recipient is enrolled in). So instead, they give them a real vaccine from the study, and follow them. Downside is the study placebo group gets smaller.
