Crap like that is exactly why I will never live in an HOA development.

It's a complete non-starter. Bad enough I have to deal with an association in my office complex. At least there the board is full of accountants. My Office OA is pretty sensible. Dues are $3,000 per year for 14 units... annual budget of $42,000 and it's like pulling teeth to get any kind of increase.
