NY, California,....


and several others are horrible. The combination of a largely useless state government coupled with the same thing at the local level is stifling. Smith Mountain Lake has many residents that tell a similar story. I think the key is state government. If they have a clue the locals cannot screw it up but so bad, however, if the lights are not on in the state capitol you have another sequel of Dumb and Dumber waiting in the wings.
