That would be 100% fine...if he'd do it.
There is absolutely nothing wrong with a small business owner admitting what they aren't good at and hiring someone to do that for them.
Heck, I took an entrepreneurship class while working on my MBA and one of the critical points that class drove home was to succeed in business you have to figure out what you are good at...and do it. But you also need to figure out what you aren't good at...and DON'T do that. Hire, subcontract, outsource, or whatever you need to do so you don't kill your business trying to do things you suck at.
He either doesn't want to admit he's no good at running the business, or thinks he can't afford to hire someone. I'm a little fuzzy exactly what the obstacle is.
