require them.

The authority to tell businesses that they had to require masks was based on an emergency/public safety situation.

Telling a business it can't wouldn't be based on public safety. It would be like telling a business it couldn't have a "No shirt, no shoes, no service" sign or a fancy restaurant can't require a coat and tie. With no compelling public safety reason, you can't tell a business what to do.
