Regs tend to evolve as we get smarter

In my neck of the woods, the Army used to bury and dump chemical agent in the ground at Edgewood Arsenal. Then we got smarter and stopped doing that. There was no science at the time that said 'Dumping agent is completely harmless,' it's just something the big brains never considered.

Now we spend millions remediating this and other Superfund sites.
