It does become a magic number if the Big12 breaks up
There are 64 P5 teams and 2 P5 independents. The below all assumes the Big12 goes away.
If you take away the Big12, then there are only so many options for how to shuffle the teams (unless you completely blow up some alignments and have a bunch of teams move conferences).
One option is four conferences of 16 teams
Another option is four conferences of 18 teams, but would require promoting 6-8 G5 teams.
You could go four conference with SEC 16, PAC 16, Big10 18, ACC 14
or
You could go three super conferences with SEC 24, Big10 22, PAC 16
