The schools are the ones to blame for that one since they had


a say on which division they ended up in. The only reason VT and UVA ended up in the same division is because the ACC decided to use the same divisions for basketball too. Since both schools wanted to play 2 conference games in basketball every year, being in the same division was the only way to achieve that goal. Then the ACC "wised" up a few years ago and eliminated the divisions in basketball, but the schools still chose to keep the same divisions for football.
