Without to much TMI I am dealing with trying to get agreements in place

with a professionally run local government and two very unsophisticated local governments that should not be in the business running an enterprise water and sewer system. The Engineering Firm made a suggestion that we try not to make them all form the same interlocal agreements and allow the professional-run local government to determine how best to accomplish their objectives that will work in unison with the other two. We will be required to hold the hand and mother the two bad ones.
