100% agree but HokieNoVA is also correct and since politicians are only

interested in getting re-elected (which that would inhibit) and not what's actually good for people the status quo will be tough to change. Of course people are also too stupid to realize this and not hold politicians harmless for that transition period.

Note, both scenarios are examples of what other countries do, with mostly success.
