In all fairness, there are legit reasons for this....southern communities
do not invest in the cold even removal mechanisms. It doesn't make sense. Investing millions into something that may or may not be used every other or every 3 years? It's not cost effective. It's the 'fringe' southern states that get the negative press about kids missing school with a dusting or a couple of inches, but the truth is we don't invest in the infrastructure to mitigate these things because they are largely infrequent.
