but if I'm Universal I am thinking 'WTF?'

Some will (and are) crush this decision as 'retribution' but as discussed earlier this week, I am ok with it. The investor in me hates it because I own a lot of DIS stock. However, DIS made an inaccurate and unfair accusation and chose that hill to die on. I don't think they ever thought the FL government would stand up to them and I am happy that, for once, someone did. Other companies will (hopefully) learn from this.
