which is 100% disney property, and is NOT part of Orange or Osceola county. That was created when disney planted its roots. Disney has historically "taxed itself" for lake buena vista. There may be a lag in time until it can get done, but it will likely be re-zoned into Orange and Osceola. With disney being the sole property owner in that area, they will owe the county those taxes for which it has historically taxed itself.

Yes, that plan should have been proposed along with stripping them of their tax status, but it's still going to be mostly, or all, on disney once that re-zoning happens.
