ACC Network Extra issues.....

My sister who went to W&M was trying to watch their game agsinst NC State last night and was unable to get the ACC Network Extra on her WatchESPN app. She tried with her own login and then mine as well (both FIOS) and the game and ACC Network did not show up. When I tried logging into both accounts it did show up (I live in NOVA). I thought the ACCN was supposed to be a nationwide release, so I'm wondeirng why it would've showed up for her in NY on the app? She's pretty tech savy, so I don't htink it was operator error, she also sent a screenshot showing it wasn't there.
