Of course the university doesn't own it. That's why the city, the governor and the bond holders are wondering why the university is skimming the cream off the top, while the other stakeholders are assuming the lion's share of the risk. Some have argued that agents working on the city's behalf were in fact working for the university's interests, not the city's. Essentially, the contracts (bond indentures) are self-dealing in the university's favor.
