Assuming the Pac-16 keeps the 9 game conference schedule

then you should be able to sell it to the 2 Arizona schools. The East Division's 2 rotating cross-division games would always include 1 CA school and 1 OR or WA school. The reason the Pac-12 split the 4 CA schools between the divisions is because the conference wanted to make sure both divisions had equal access to CA markets and recruits. Plus, the Pac-16 could decide to play its CCG in either Sun Devils Stadium or Phoenix Stadium instead of rotating it to the highest seed's stadium.
