If a chick has shot under 59, obviously that's easier (TIC).

I would still say the perfect game is harder. To score under 59, you have to put together 58 good shots. But it will likely take more good pitches for a perfect game. And you need the help of 8 other people. And if it's the National league, you have to hit too.
